This paper presents a proxy-based architecture for near real-time TV content transmission in mobility scenarios over 4G networks using MPEG-DASH with cloud-based transcoding. The proposed system enables mobile users to receive broadcast TV content in near real-time by leveraging a proxy server that transcodes live streams on the cloud and delivers them via MPEG-DASH adaptive bitrate streaming. The architecture decouples the broadcast reception from the mobile client, offloading the processing burden to the cloud and enabling flexible, quality-adaptive delivery of live TV content over LTE/4G networks.
